Most people who say they can't wear wool have tried the wrong wool.

What itches is usually short, coarse fibres sticking out of the yarn and touching the skin. Alpaca has longer, smoother fibres, and they lie down instead of standing out. That's why people who can't wear a wool sweater can often wear alpaca right next to the skin.
Snuggle is knitted in exactly that quality, in blue-green, and it's meant to be worn with nothing underneath.
The lace pattern is there for the same reason as everything else: a sweater that sits close to the skin has to let out a little heat, or it only gets worn outdoors. The three-quarter puff sleeves do the same for the forearms.
The boat neck keeps the garment away from the neck, which is where people notice discomfort first.
If you're unsure, knit a swatch and keep it inside your sleeve for an evening. It's the only test that matters, and it takes you half an hour.
